we using laptop devices activated bitlocker encryption using passphrases. starting build 1703 (creator's update), num lock active default when entering passphrase decryption.
however, our laptop devices (as common) have embedded number pad, meaning pressing e.g. j, k, l produces 1, 2, 3 input when numlock active:

users have e.g. j, k or l in passphrases input 1, 2 or 3, leading wrong passphrase, unless num lock disabled before entering passphrase.

we looking way disable num lock during passphrase entry, our users commonly report passphrases incorrect.

as initial troubleshooting, suggest uninstall , reinstall keyboard drivers. these steps:
- press windows key + x , select device manager.
- locate keyboard drivers. (expand if needed.)
- right-click device click uninstall. (note: make sure choose option delete driver package system, cause driver package installed deleted.)
- go action, select scan hardware changes. cause device driver re-installed.
- once driver has been installed, close tabs , restart pc.
