Windows 10 Blue Spinning Circle Not Always Present When PC Is Busy - Microsoft Community


hello, notice blue spinning circle goes out when pc still busy.  happens when start or open program.  circle spins , goes out, think pc ready me take next step, it's non-responsive still , evidently still busy.  if click on program (firefox) icon in taskbar, circle appears , spins , goes out.  program hasn't opened.  if try again, may end 2 instances running. 

is there way have circle disappear when pc ready me, , program open?  there way know, when pc stays busy -- @ startup -- taking time?  when in task manager, can tell.  it's disk activity.  during startup, task manager not available.  has experience saving , viewing startup log?

WTouch_Message_Window app running in the background is preventing - Microsoft Community
