hi,

you can download files web using internet explorer. in downloading photos in internet explorer, suggest follow steps below:

  1. open new tab in internet explorer. go site want pick image.
  2. right-click on image want download.
  3. click on save picture as....
  4. choose folder want save image.
  5. rename file if want to. click on save.

for changing desktop background, kindly refer article: change desktop background , colors. once click browse button, new window popup , prompt select file folder. find file folder saved image you've downloaded.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
