Windows 10 doesn't want to shut down correctly. - Microsoft Community

well, broke windows real bad.
so, story starts yesterday, when trying put windows pe onto flash drive. i ran makewinpemedia, , started formatting drive. ...and didn't stop. it went on while (much longer should have taken format already-formatted 64gb usb 3 flash drive), decided see if in use attempting eject safely remove hardware. nothing. not message box saying in use process. so, attempted cancel format through vds disk management window, , did nothing.
assuming had gone wrong, unplugged drive , shut down windows. well, tried to. what happened windows sat @ "shutting down" screen , did nothing, , had hold power switch after 15 minutes of waiting. (this problem has worsened start menu shut down and restart buttons nothing, shutdown /s /hybrid hangs waiting wininit.exe, , shutdown /p /f causes windows sit @ "shutting down" screen indefinitely.)
in addition, usb 3 port flash drive plugged not appear work, , has not worked since attempted run makewinpemedia.
however, isn't worst of it. i've had absolute worst time trying track down what's causing issue. i suspect may usb 3 drivers, i've tried every diagnostic can think of , it's still not fixed. the event log has no relevant information. running various troubleshooters settings yielded nothing. running maintenance operations security , maintenance panel did nothing useful. attempting update drivers via windows update, device manager, , downloading various drivers dell did not help. sfc , chkdsk found nothing wrong system, when ran them in offline mode windows pe on flash drive. enabling verbosestatus option in registry turned out not either - windows shuts down programs , services fine, status changes "shutting down" , computer nothing. i've done 2 system restores different restore points, both before started happening, , issue persists. i've tried disabling non-microsoft services @ startup, , even all services - nothing. the thing remotely called solution i've found there 1 case got computer shut down correctly: when start safe boot (set minimal). nothing, absolutely nothing else has improved situation, , have no idea anymore.
