Windows 10 Pro - Unable to create 'New Folder' using right - Microsoft Community


i bought new asus aio computer last month, , on moon it, until microsoft forced creators update on me, have problem, unable create 'new folder'  using right click, either on desktop or in file explorer, can create them in file explorer using, control/shift/n or icon @ top of page, if right click, hover on 'new', file explorer crashes, , in case of desktop screen goes black re-initialises.

i have researched problem, tried windows 10 troubleshooter, doesn't pick problem,  tried using shexview, no change, bought reimage repair, no change.

anyone other ideas? explanation in laymans terms please!

for isolate if issue due corrupted user profile, suggest create new user account , check if issue persists. this, kindly refer link.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
