Control Panel being unable to change themes - Microsoft Community


i have desktop pc running windows 10 updated on 15/04/2017 important update asked me schedule when wanted update pc, saying larger update usual, might take longer usual. 

however, when logged on after computer restarted , finished updating, there black screen, mouse cursor showing. 

here things have found out:

  •  i able press ctrl+alt+delete , open task manager.
  • explorer.exe not on list of background processes, , not start using "run new task" - explorer showed browse file, not open desktop.
  •  i able run chrome , other apps using task manager.
  • all of startup program background processes running

here things have tried fix issue:

  • i tried system restore, after successfully restored computer before updated it, greeted same issue.
  • i have tried disconnect external devices.
  • i have tried restarting in safe mode

on side note, before updated computer, installed uxstyle , oldnewexplorer install theme. when tried go on control panel, none of themes showed up, if left long time. however, when restarted computer, normal, except control panel being unable change themes.

any on issue appreciated.

it never ceases amaze me how evident microsoft badge have not looked @ windows 10.

microsoft gradually moving things control panel new settings ui, creators update themes 1 of items removed control panel.

themes in settings -> personalization -> themes

however, not biggest problem have, windows working change theme.

unless has better suggestion roll previous build, uninstall uxstyle , oldnewexplorer, creators update.

to roll - settings -> update & security -> recovery -> roll ....

if not able see action center or taskbar or start menu open settings try windows key + i
