windows 10 photos comes on 5 seconds , goes black

screenshot? referring pc background or photo files? if it's photo files, photo app using? , what's file format of photos? happening on photos?

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
