to remove profile picture, recommend follow steps below:

step 1: show hidden files able remove/delete profile photos.

  1. on search bar, type file explorer options.
  2. open file explorer options , click view tab.
  3. locate hidden files , folders , click on show hidden files, folders, , drivers radio button.  

step 2: delete profile picture.

  1. press win+r on keyboard open run command box.  
  2. type %appdata%\microsoft\windows\accountpictures and press enter.

WTouch_Message_Window app running in the background is preventing - Microsoft Community
