Can't Sign into Windows Account after Possible Physical Damage to - Microsoft Community

several days ago, computer may have sustained physical damage.  since then, when attempt log on windows account, message pops saying "we can't sign account" , diverted temporary account.  logging off or restarting , trying log in again has not had effect.  fortunately, of files stored on external hdds.  however, still check account files may have missed before replace computer.

i have attempted several system restores, restores fail.

system file checker unable repair damaged files.

i unable create local administrator account because when go manage accounts window , try add new user, nothing happens.

there several reasons why unable sign in account. assist better, kindly answer following questions:

• have tried using check disk (chkdsk) on hard drive?
• have tried troubleshooting steps on link signing in microsoft account?
• have tried troubleshooting steps on link provided komoupoji on august 14, 2016?

meanwhile, can follow steps on how resolve issues on creating local administrator account on link.
