something network analyzer? use librenms to monitor traffic , finding hogs bandwidth.

you can use firewall limit allowed connections. (the best 1 one doesn't run on same system, kinda pfsense on router)

WTouch_Message_Window app running in the background is preventing - Microsoft Community
