file explorer pin task bar not open up.  windows 10

kindly provide following information better understand concern:

  • when did issue start?
  • any changes prior concern?
  • are receiving error messages when accessing file explorer on task bar?
  • can still access file explorer through start menu?
  • are there applications pinned on task bar cannot access?

WTouch_Message_Window app running in the background is preventing - Microsoft Community
