the last time knew in computer disc clean-up trying clear out windows updates, today when closed browsers there again! online said ip address bing.com. 

does body have idea , why there?

that's numeric value of url owned microsoft. don't know "always in computer" means.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
