Windows 10, V 1607 Build 14393.953, Start menue, Cortana and taskbar - Microsoft Community

i've had problem while it's progressively devolved , gotten worse. started out windows 10 apps not working, when go open 1 of these, start load, window pops , 10 seconds later force closes itself.
after that, task bar, cortana, , start menu followed suit.
task bar display hover animations when mouse scrolls on icon or start icon not allow me click , open anything.
i've received errors "class not registered" , "no such interface supported" no error logs presented @ all. i've run numerous malware scans , nothing comes up. i've run through numerous (about 15+) troubleshooting "resolutions" have supposedly resolved issue others none of them work.
believe extensive thing i've done entire clean install of windows 10 fresh .iso download straight microsofts website. helped week or symptoms came back.
i've tried windows updates i'm unable update fails download update.
i'm @ end of options here , pc becoming more , more unusable. has else ran problem or these problems , found solution? i'm in dire need of here , can appreciated.

even removed users (including administrator) , replaced new user names no difference.

one user working fine @ moment (administrator) after changing permissions in registry.

since tried troubleshooting steps resolve concern, suggest perform sfc (system file checker) scan on computer. if still encounter said problem, kindly run dism. follow steps provided zigzag3143 found on link.
