to resolve issue recycle bin, suggest resetting it. so, please follow steps below:

  1. press windows key+x , select command prompt (admin).
  2. copy , paste rd /s /q c:\$recycle.bin , hit enter.
  3. exit command prompt.

Windows error No Certificate Available - Microsoft Community
