Restarting my computer - Microsoft Community


1.)    if ‘restart’ computer, , after desktop comes up, block message in middle of screen words “control center” @ upper left message, “control center installation incomplete! please reinstall again.” have no clue is.

this type of issue happens if there changes or update made on device. suggest use system file checker tool scan system files , repair missing or corrupted system files. the sfc/scannow command (system file check) scans integrity of protected operating system files , replaces incorrect, corrupted, changed or damaged versions correct versions possible. may refer this link for more information.  
   
if issue persists after using system file checker tool, please follow steps below run dism tool:  
    

  1. press windows key + x , select command prompt (admin).  

  2. in administrator: command prompt window, enter following commands (press enter key after each command):   

dism.exe /online /cleanup-image /scanhealth   

dism.exe /online /cleanup-image /restorehealth  

  1. to close administrator: command prompt window, type exit, , press enter.  

  2. restart machine.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
