split thread.

i couldn't wait response, tried roll driver, , wouldn't let me it. couldn't restart computer or anything, came same error, windows couldn't rolled previous version. had reset computer, meant had re-download apps, fonts, etc. doing weeks now. 

new problem far worse not using 2 drivers, luckily solved after system reset. 

but thank taking time respond initial concern.

since you've mentioned experienced kind of issue after updating windows 10, can see if can reach recovery environment able perform system restore force-shutting down or hard pressing power button pc 3 times?

confirm, message saying windows can't rolled previous version, appears boot pc?

if cannot reach recovery environment hard pressing power button 3 times, let's use media creation tool restore pc. can refer selection entitled, "use installation media restore pc", link.

let know result after following above mentioned troubleshooting steps.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
