Window Stack Order - Microsoft Community

community,

the first day after fresh install on brand new machine, windows 10 has begun incorrectly stacking windows.

some windows appear "always on top", above task bar.

others below it. new windows appearing beneath other windows, forcing me minimize see opened. clicking selects other windows, not bring them front.

this bug making extremely difficult use computer. i've searched answers problem , found many responses:

- update windows: did.

- restart: duh, have many times.

- restart windows explorer: problem comes right back.

- figure out program messing it: inconsistent.

- change "foregroundlocktimeout" variable 0 in registry: didn't fix.

- make new user on machine: kidding me???

- fresh reinstall windows: telling me bug has no solution??

i'm not frustrated problem, i'm disappointed i've found people asking question on , on no solution. please, enlighten me - refuse believe windows, product decades old, can't manage it's own windows correctly. it's core concept of gui , it's broken.
