Windows logo and rotating white dots shows up every time the device - Microsoft Community

i set windows 10 pc start in safe mode on restart. when restarted, windows logo , rotating white dots shows every time few seconds , goes away. afterwords, black blank screen shows , rotating white dots @ bottom shows rotate continuously nothing happens. have waited few hours nothing. tried physically shutting power off , restart explained on again. tried shutting 3 times while rebooting see if recovery message nothing. 

it seems ever since told start in safe mode, when able windows login screen, has malfunction enter safe mode. 

how i.e. can safe mode? better yet, how can start computer windows login screen normal?

please full time student , need computer off blank screen , normal mode school work!

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
