windows 10 failure to boot and initializing - Microsoft Community

my computer didn't start normaly , , keep giving me or similar ,,  report:

can me bring my personal  files ..

  • what changes did make prior issue?
  • what troubleshooting steps have done far?
  • may ask screen capture of exact error message get?
  • do have access open computer?

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
