my start icon , logo key windows no longer function.  can't start menu?

happened recently

hi fred,

it seems cause of issue related updates or programs installed on pc. ask questions know best possible resolution offer:

  • did make changes on pc before issue started?
  • have tried restarting pc in safe mode networking start windows in basic state, using limited set of files , drivers?
  • have tried performing clean boot start windows using minimal set of drivers , startup programs? helps eliminate software conflicts occur when install program or update or when run program in windows.
  • have tried running system file checker tool repair missing or corrupted system files?
  • what troubleshooting steps have done on end?

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
