it looks update has not been installed correctly. can please provide screenshot of issue? @ same time, initial troubleshooting, recommend run windows update troubleshooter.

if not help, can perform system restore using installation media take computer original state before issue occurred. once you're done, try reinstall update on pc.

we'll wait update.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
