Windows 10 Pro (1703): Unable to create new user accounts - Microsoft Community
hi community,
i'm trying create new account on system have upgraded creators update recently.
when trying add new microsoft account, process fails error 0xd0070005.
when trying setup local account (using computer management console), seems fine until try login new user. i'm getting "access denied" error user profile service (eventid 1500). no user folder created in c:\users.
i've tried angle using "runas /user:<new user> cmd" ends in "access denied". although able trace things "procmon". procmon logged several "access denied" errors in registry:
hku\s-1-5-21-3358352006-1693011757-3251293416-1005\appevents\eventlabels
hku\s-1-5-21-3358352006-1693011757-3251293416-1005\appevents\schemes
hku\s-1-5-21-3358352006-1693011757-3251293416-1005\control panel\desktop\windowmetrics

.... , few more
these keys, in fact including "hku\s-1-5-21-3358352006-1693011757-3251293416-1005", should created scratch new user. doesn't make sense "access denied" within registry path being created. plenty of other "regopenkey" operations in path processed successfully.
i don't know since when issue existed on system or if introduced creators edition update. pre-existing users migrated fine upgrade.
any ideas on how remedy problem? maybe it's bug?

this error may occur if user profile folder deleted manually. profile folder manually deleted not remove security identifier (sid) profile list in registry. default profile on computer might corrupted while upgrading windows 10 older version of windows operating system.
