out of blue when browsing web, entire desktop screen started refreshing every second, making laptop impossible use. task manager remained stable on screen while desktop refreshed behind it, suggests it's not video card problem. researched on computer , tried various suggestions in safe mode, uninstalling idt hd audio , trying update video drivers (no new drivers found). don't use icloud or norton, other main suggestions.
some have called "flicker" (implies rapid cycling) in case looked entire desktop being reloaded each second, happens when right-click file , try open with... desktop icons weren't being resorted every time, happens after doing that. hardware tests ok various benchmarks. it's toshiba satellite s55-a5295 laptop i7 , 12 gb ram.
system restore (to week earlier) didn't work, nor did windows 10 reset (files kept intact) regretted doing after stumbling onto pseudo-fix below.
