Windows 10 screen refreshes every second (turning off Visual - Microsoft Community


out of blue when browsing web, entire desktop screen started refreshing every second, making laptop impossible use. task manager remained stable on screen while desktop refreshed behind it, suggests it's not video card problem. researched on computer , tried various suggestions in safe mode, uninstalling idt hd audio , trying update video drivers (no new drivers found). don't use icloud or norton, other main suggestions.

some have called "flicker" (implies rapid cycling) in case looked entire desktop being reloaded each second, happens when right-click file , try open with... desktop icons weren't being resorted every time, happens after doing that. hardware tests ok various benchmarks. it's toshiba satellite s55-a5295 laptop i7 , 12 gb ram.

system restore (to week earlier) didn't work, nor did windows 10 reset (files kept intact) regretted doing after stumbling onto pseudo-fix below.

the trick finally got stop turning off all visual effects aka adjust best performance. did loading control panel using safe mode command prompt, since way gain control of mouse. don't consider actual fix, since letting windows display image thumbnails causes refreshing return. know root cause might be, assuming it's not hardware?

method 1: deployment image servicing , management.

you can use dism tool update files , correct problem.

to repair image, follow steps below:

  1. press windows + x keys.
  2. click on command prompt (admin).
  3. copy , paste following command command prompt: dism /online /cleanup-image /restorehealth
  4. hit enter to execute command. may take few minutest finish. if find operation completed successfully, click x to close command prompt.

method 2: run system file checker.

ensure backup of files exists before executing system file checker in case of hdd failure.

  1. press windows + x keys.
  2. click on command prompt (admin).
  3. copy , paste following command command prompt: sfc /scannow
  4. hit enter to execute command. may take few minutes finish. if verification 100% complete, click x to close command prompt.

Windows error No Certificate Available - Microsoft Community
