in last 3 builds , including 15031, start menu , cortana search buttons absolutely nothing. i've had problem builds before , fixed. but there changes in start menu environment (subfolders), test this. note after desktop first becomes available, start menu in settings never sees show more tiles. correcting setting , rebooting not help. so result, have not been able provide free testing microsoft.
also, if has insight why there no option 12 tiles across wrap, i'd interested in have say. it's been suggestion 2 years since insider program win 10.
then strangely enough, haven't responded insider builds when in fact, have added 3 items regarding this. what happening @ microsoft might contributing odd ignoring of feedback?

with regard query, suggest follow methods below fix issues start menu , cortana.
method 1: run system file checker
- press windows + x keys.
- click on command prompt (admin).
- type command below:
sfc /scannow - hit enter to execute file.
- it might take few minutes complete. if find verification 100% complete, click on x to close command prompt.
- reboot pc changes take effect.
method 2: dism tool
you can use deployment imaging , servicing management (dism) tool update files , correct problem.
- press windows + x keys.
- click on command prompt (admin).
- type command below:
dism /online /cleanup-image /restorehealth - hit enter to execute file.
- it might take few minutes complete. if find the operation completed successfully, click x to close command prompt.
- reboot again pc changes take effect.
