not massive problem every time boot laptop small popup reads "your hardware settings have changed. please reboot computer these settings take effect !!" , realized there windows settings message in message bar reads "your computer needs restarted in order finish setting device: pci bus" 

honestly it's want know why i'm getting it, " !!" in message kinda unnerving.

this issue may caused hardware conflicts. issue sorted, we suggest run the hardware , devices troubleshooter , check if helps.

  1. press windows key + s , type troubleshooting in search bar.
  2. select troubleshooting.
  3. select view all on top left corner.
  4. click on hardware , devices.
  5. follow on-screen instructions run troubleshooter.
  6. restart computer , see if issue persists.

please post status of issue. glad assist further.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
