microsoft compatibility telemetry 100% disk usage slowing pc when set @ security. how disable permanently?

microsoft compatibility telemetry 100% disk usage slowing pc when set @ security. how disable permanently?

i have tried turn off  - no avail.  the closest thing can equate microsoft compatibility telemetry to spyware.  the thing can suggest keep task manager open @ times, , if see disk start spike, go task manager and shut down.  i followed instructions on how stop or remove microsoft compatibility telemetry , nothing worked.  this real price pay free upgrade win10.  

to microsoft: show common decency, or @ least balls , people solve this.  otherwise starting smell third-rate organization run out of mumbai.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
