in regards query, may ask if happening whenever playing minecraft? if so, kindly try have reinstalled. if not, can suggest perform dism computer. dism fix of corrupted, broken or missing files on computer. kindly follow steps provided on link.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
