• changes made prior issue might have caused it?

• confirm troubleshooting steps you've tried far resolve issue.

furthermore, possible align icons grid enabled, try disabling it, check if sorts out. here's how:

1. press windows key + d.
2. right-click, hover on view button, uncheck align icons grid.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
