My windows 10 start menu and taskbar is not opening, and cortana is - Microsoft Community

my windows 10 start menu , taskbar not opening, , cortana not responding, tried following source,

to open powershell administrator privileges, , typed  sfc /scannow , entered following :

get-appxpackage -allusers | foreach {add-appxpackage -disabledevelopmentmode -register "$($_.installlocation)\appxmanifest.xml"}   

after doing so, still not able open start menu, cortana search bar , menu available in taskbar on right corner along action center , notifications. in tried restarting windows explorer through task manager also, still same error persists, please me fix problem.

i have attached screenshot of error pops up, when click start. thank you, 

try running the start menu troubleshooter. (download ms)

if not help, can copy/restore vedatamodel.edb (which start screen database) new user account. full instructions to backup or restore windows 10 start layout.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
