  • when did start encountering issue?
  • have made changes on computer prior issue?
  • during when error message appear?

meanwhile, let isolate concern performing safe mode. safe mode method of starting windows using basic files , drivers. through this, can identify if there applications might causing problem. instructions, please check link.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
