windows explorer (as other apps) automatically scrolls bottom when hover on it.

we know more concern. please provide following information:

  • when did issue start?
  • are there changes made prior issue?
  • what troubleshooting steps have done far?

meanwhile, suggest perform these steps , see if helps:

step 1: perform system file checker (sfc) scan.
 
system file checker utility in windows allows users scan corruptions in windows system files , restore corrupted files.
 
step 2: clean boot.
 
clean boot performed start windows using minimal set of drivers , startup programs. eliminate software conflicts occur when install program.

WTouch_Message_Window app running in the background is preventing - Microsoft Community
