Windows 10 Base Filtering Engine and Extreme DPC latency - Microsoft Community

i have been suffering high , extreme dpc latency.
manifesting audio glitches, stuttering cursor , video stuttering.
after time browsing internet , using latencymon. have found problem coming from.

after few hours latencymon reports highest dpc 10,000 - 25,000 ndis.sys being culprit. if computer left on over 4 hours latencymon 100,000us+ , computer rendered unusable.

something have tried :

updated , tried different drives.
updated bios.
disabled kinda cpu throttling.
uninstalled third party anti-virus.

checked system file integrity.

(none of them helped)

thing has shown result when service “base filtering engine” has been stopped. when has been stopped latency drops , ndis.sys not show on latencymon highest dpc , them usb hub drivers ,directx or nvidia, @ max of 350us (being low) no stuttering of kind.

if re start service “base filtering engine” stuttering comes , ndis.sys show highest dpc latency.

leaving “base filtering engine” disabled bad idea, having working anti-virus network firewall.

greatfull if me find solution problem, reinstalling windows each month has become tiresome.

cpu : 5960x @ 4.4ghz (checked stable)
ram : 64 gb of ram
gpu : gtx 1080
mobo : asus sabertooth x99
