when go "diagnostic , usage data" grayed out , message "some settings managed organization."

i don't belong organization.

it there in "general" tab  , "send microsoft info..." inoperable.

what did cause , can fixed.

what's happened system has been tweaked turn off telemetry sends data microsoft crunched improve performance , security, avoid crashes, bad drivers , other problems.   turning off keeps ms learning problems occur on pc can correct them, , causes endless unintended consequences you're beginning see now.

to keep turned off change setting in registry, or in professional versions use group policy editor intended system administrators set restrictions on company pc's.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
