it seems incompatible program has been installed results error 0xc000020. isolate issue further, ask following:

  • have installed program or application recently?
  • if do, have tried uninstall , see if still encounter same error?
  • are logged in on pc administrator?

in meantime, may run system file checker tool (sfc) scan , restore corrupted windows system files. follow these steps:

  1. right-click windows key , select command prompt (admin).
  2. at command prompt, type sfc /scannow (make sure put space between sfc , /).

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
