i have brand new dell laptop , none of apps working ( weather, maps, calendar, etc) click on them , nothing happens. need turn "on" can use them

we recommend run system file checker (sfc) scan check system.

here's how:

  1. press windows key + x, , select command prompt (admin).
    if prompted user account control, click on yes.
  2. in command prompt window, type sfc /scannow, , press enter.
  3. restart the pc.

if issue persists, suggest create user account further isolate concern. steps on how create local user account in windows 10, click here.

WTouch_Message_Window app running in the background is preventing - Microsoft Community
