Windows 10 - Applications (incl Task Manager) wont load - Microsoft Community


hello

fairly (and within few minutes after start up) pc stops loading applications.  if double click on app, blue circle appear briefly , nothing.  

this includes trying load task manager.  i able right click on task bar, selecting task manager nothing.  i can ctrl alt del , takes me lock screen, clicking task manager there results in same thing.  nothing loads, still able navigate around windows.  

i unable shut down/restart pc (but sleep) when in state.  i have no choice press reset button on main box.

any ideas?

assist better, kindly provide more details answering following questions:

  • when did start encountering issue?
  • have made changes on computer prior issue?
  • what specific troubleshooting steps have tried far?

meanwhile, suggest boot computer safe mode , check if issue persists. this, kindly refer link.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
