Cannot change log-in screen backgound in Windows 10 - Microsoft Community

i have custom photo lock screen background.  i've found instructions indicate lock screen background can set log-in screen background going settings-personalization-lock screen , page down , there option set log-in screen lock screen background.  however, have no such option in personalization-lock screen settings.  option either turn on or turn off "show windows background picture on sign-on screen".  there no option other either turn on or off windows background picture - no option set log-in (sign-in) screen other image.

i've been unable find solution issue.  suggestions appreciated.

when turn on show lock screen background picture on sign-in screen system works great. use clock both.
