Windows does not completely boots. Stuck after loading the wallpaper - Microsoft Community


hello. i've been running problem @ point of start on hp notebook. starts normal: background loads, iobit security box pops up, nothing loads. of icons might load, start menu, corona , task bar start appear, disappear , start loading again before repeating process. 

the iobit box stays on entire time , provides me link crome, stay up, unable access else, windows explorer windows or start-up menu. such, haven't been able try fixes requiring being able access start-up menu. 

if has suggestions, appreciated. haven't found problem on discussion boards i've read.

hi,

we suggest can try temporarily disable iobit box , check if issue persist. if resolves concern, can disable , activate windows defender malware security.

if having trouble disabling iobit box, please use link restore device system restore point.

WTouch_Message_Window app running in the background is preventing - Microsoft Community
