to better concern, know following:

  • did make changes prior issue?
  • can provide exact error message when opening shortcuts?

for meantime, suggest use system file checker tool repair missing or corrupted system files. this, can refer link.

WTouch_Message_Window app running in the background is preventing - Microsoft Community
