hi philip,

since you've mentioned issue did not occurred when performed safe mode on device, therefore conclude a background program causing issue. you can determine background program causing problem while computer in clean boot mode.

to perform clean boot, follow these steps:

  1. press windows key + r, type msconfig in run box.
  2. click the general tab, , click selective startup.
  3. under selective startup, uncheck load startup items.
  4. click the services tab, check the hide microsoft services box, , click disable all.
  5. click ok, , when prompted, click restart.

to determine background program causing issue, start turning off drivers, third-party programs or services, , startup items load windows. then, if problem resolved, turn on half of these services try isolate interfering service. if problem not resolved @ point, repeat process until have isolated interfering service. finally, if able determine specific program or service causing problem, contact program manufacturer determine whether there solution. can disable program or service resolve problem.

if you'll need further assistance, here help.
