Create user account for child with parental control in Windows 10 Home - Microsoft Community

i trying create user account son parental control. did through microsoft account set e-mail etc. when trying logon child account message "the user profile service failed logon. user profile cannot loaded ." checked folder c:\users, not have folders child account. work or bogus?
