start menu no longer available either clicking on win icon or win key on keyboard. right-click brings usual menu, however, , task bar unaffected. winver = 1607, build 14393.693.

disable startup programs performing clean boot using steps here.

method 2:
download os build 14393.726 on link.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
