what program , why system settings need access internet?

immersivecontrolpanel lnk fiel means, file used microsoft windows point executable file. your system might trying download new protocol ms.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
