exact same behavior me, using normal pc, not surface.   in case, started after installed language pack windows kept bugging me do. mistake. have since delete language pack, problem remains. i've tried troubleshooting suggestions can find, far no luck.

  • are getting error messages upon launching application?
  • does issue persists applications?
  • what troubleshooting steps have tried far?

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
