checked task scheduler , ccleaner still runs often. off check maintenance.

windows defender scans computer regularly keep system safe. schedule scan in windows defender, refer link. 

you may want check suggestion of greginmich in thread how set windows defender custom scan.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
