how can 1 change font size in names of panels, in names of icons, etc.?

1. type control panel cortana search box, click on control panel app.
2. located @ upper-right side of window, click on drop-down view by, select small icons.
3. select display. under change text size, configure title bars , font size viewing options through drop-down button.  
4. click on apply button save changes made.

option make changes in text size accessed through settings app. here's path configuring said feature:

start menu > windows settings > system > display > change size of text, apps, , other items: 100% (recommended)

change text size of desktop icons, may hold ctrl key, scroll up. (only affects desktop icons.)
