im trying add new account cant find way add new account since acount in p.c. built in administrator account please help.

accounts aren't built in they're created, if admin account isn't yours have permission make changes?

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
