Tooltips are Upside Down - Microsoft Community

i've had little problem few days tooltips upside down. i've been trying find answer, haven't been able yet. i'm using windows 10 if helps. here screenshots (edited privacy). the first 2 of desktop tooltips, third when writing question out, , last 2 of paint file list when first opened , when scrolled on list, respectively.
