it seems reasonable taskbar settings have a setting "keep on top".
seems remember using in past. (after updates) no longer see it.
and auto-hiding task bar no longer pops-up on top of other windows.
am missing something?
okay, here's reply myself - hope may of others.
my taskbar poping *behind* other windows. then, seemingly started working correctly again on own.
now, out of blue, started misbehaving again. - well, if want consider 'out of blue' included restart.
anyway, fix:
simply restart *windows explorer*!
to that, open *task manager* and look down "processes" list. near bottom of list you will find "windows explorer".
just highlight it, , grayed-out button (situated in lower-right of *task manager's* main window) light up revealing the word "restart". hit that. now, give *windows explorer* few seconds restart, (screen flickers) , go ahead , close *task manager*. are done! auto-hiding taskbar should fixed.
incidentally, employ same "trick" (restarting *windows explorer*) on few occasions when observe *volume-control* missing system tray.
both of these problems seem result some anomaly occurring during system restart - when, whatever reason, windows doesn't quite have wits yet.
