window 10 start menu not open. how fix it?

follow instructions in article resolve issue experiencing start menu.

if issue still persist, please answer these questions isolate issue:

  • when did issue started happen?
  • are there error messages showing on end?
  • what current build of windows 10 os? can find information pressing windows key + r on keyboard , typing winver.

WTouch_Message_Window app running in the background is preventing - Microsoft Community

Windows error No Certificate Available - Microsoft Community
